Education annual report & DUO filing

No re-keying

Education institutions publish an annual report — a management report and financial statements — and file the annual figures with DUO via the XBRL Onderwijsportaal. Taxxor Disclosure Manager produces this from one structured source: change a figure and it is correct in the report, in the accountability statement and in the filing.

  • WNT disclosure

What an education institution has to deliver

  • Annual figures to DUO

filed each year before 1 July via the XBRL Onderwijsportaal, based on the OCW taxonomy.

  • Management report

with a continuity paragraph, which sets out the required forward look alongside the retrospective.

  • WNT disclosure

under the Wet normering topinkomens, the Dutch senior-executive pay cap act, and part of the financial statements.

  • The annual report in brand style

the management report and financial statements as a print-ready PDF for the printer and as a PDF for online publication.

One annual cycle, multiple outputs from the same figures — which must match each other exactly.

How Taxxor solves that

  • The XBRL filing to DUO and the financial statements come from the same structured source data — no re-keying from a spreadsheet, no differences between report and filing.
  • The OCW taxonomy is proven in production and can be enabled in any Taxxor environment — without custom work up front.
  • The WNT disclosure and the continuity paragraph in the same document, fed by the same data — consistent by construction.
  • Full data lineage and audit trail — the auditor sees where every figure comes from.
  • Multiple schools under one governing body — one environment, with role-based access for communications teams, finance teams and control teams.
  • Validation built in — the filing is checked against the XBRL validation rules before the upload to the Onderwijsportaal.

Ready for what comes next

  • Taxonomy-agnostic: a new version of the OCW taxonomy does not require new software.
  • Ready for DUO’s Inline XBRL mandate — a trial year over reporting year 2025, mandatory from reporting year 2027. CVO already published its 2024 annual report in Inline XBRL: one document, readable by both human and machine.

In practice

CVO

CVO published its 2024 annual report in Inline XBRL

CVO — a school board for Christian secondary education in Rotterdam and the surrounding region — published its 2024 annual report entirely in Inline XBRL on 1 July 2025, based on the OCW taxonomy, as one of the first education boards. The report came out of a pilot that brought the filing party (CVO), the receiving party (DUO) and the auditor to the same table. The communications team rebuilt the existing InDesign design in Taxxor DM; the control team saw the process, once set up, nearly ready to run for the years ahead.

Experience it, then decide

  1. See it work in a demo — with the OCW taxonomy.
  2. Set up together: map source data, port the brand style.
  3. Write, publish and file with DUO.
